Kevin Shivers was selected as president and CEO of the Pennsylvania Association of Community Bankers (PACB) in April 2019. PACB’s mission is to preserve, promote, and protect the community banking industry and the people who work to make the financial dreams of their communities and neighbors become realities. 

As president and CEO, Shivers leads PACB’s efforts to increase the organization’s relevance and value to Pennsylvania’s community banking industry by offering programs and services that keep banks competitive and thriving, raising the impact of advocacy efforts in behalf of the Commonwealth’s community banking professionals and consumers, and working to strengthen PACB’s membership base and extensive network of donors, sponsors, partners, and other stakeholders.

He has been involved with community banking for nearly his entire life. Shivers was raised in a community banking household and spent 17 years leading a statewide small-business organization where he had the opportunity to work closely PACB members, leaders, and staff. Through the years, Shivers partnered with PACB on a variety of privacy, tax, and regulatory issues at the federal and state level. Shivers brings extensive experience in association management, including strategic planning, public policy, and advocacy. Previously, Shivers served as executive director of the Pennsylvania Medical Society’s Specialty Society Management Services, where he led a 25-person team that supported over 30 medical-specialty and professional trade associations. Prior to that, he served the Pennsylvania chapter of the National Federation of Independent Business (NFIB) for nearly 17 years, first as state director and later as executive state director. Before joining NFIB, Shivers served on the personal staff of Pennsylvania governors Tom Ridge and Mark Schweiker.​

​Duncan Campbell became the Pennsylvania Bankers Association’s President & CEO in November of 2012. Mr. Campbell maintains management responsibility for leading and furthering the PA Bankers’ mission of being a premier financial services trade association, supporting the diverse needs of service providers in the Commonwealth through volunteer participation, industry advocacy, continuing education and grassroots activism.


​Prior to joining the PA Bankers, Mr. Campbell served as Managing Director of Operations for Ridge Global, the international security, risk management and business consulting firm founded by Tom Ridge, the first Secretary of Homeland Security and the 43rd Governor of Pennsylvania. In this capacity, he led the firm’s business operations to include client management, business development and administration.

An experienced executive in both the private and public sectors, Mr. Campbell co-founded The Pennant Group, a homeland security advisory firm, in 2005. Before that, he served as chief of staff to Secretary Ridge at the U.S. Department of Homeland Security. As a principal advisor to the Secretary, Mr. Campbell engaged key national and international stakeholders in departmental policies, threat communications and interagency planning.

Prior to his time at the Department of Homeland Security, Mr. Campbell was the Director of Intergovernmental Affairs for the White House Office of Homeland Security where he served as the primary liaison to the nation’s state and local public officials for homeland security issues. Mr. Campbell also led the Republican Governors Association as Executive Director and served as Deputy Chief of Staff to the Governor and Director of the Governor’s Office of Labor-Management Cooperation during the Ridge Administration. 

Mr. Campbell earned a Bachelor of Arts in Government and History from Cornell University and resides in Hershey with his wife and two sons. 


​Allison Karakis, Government Relations Director, joined FHLBank Pittsburgh in 2015 and oversees the Bank’s government relations program. She advises the Bank on key policy issues impacting the FHLBanks and their members, builds relationships with elected officials, and develops and implements strategies to engage and partner with members of Congress, trade associations and stakeholders.

Karakis has worked in both U.S. Senate and U.S. House offices. Karakis is a frequent speaker at industry and stakeholder events, providing policy updates and advocacy training. She serves on the Steering Committee for Women in Housing and Finance Pennsylvania and on the Pennsylvania Bankers Association Public Relations and Communications Committee.
